He said there is a need for <br />additional funds to complete the proposed capital improvements. and the staff <br />needs direction from the Water Board and City Council as to how they want to <br />proceed. <br /> <br />The Roard members requested that Mr. Sasaki set up a joint meeting with the <br />City Council to discuss this issue fUrther, and also requested that the staff <br />provide information on how the proposed bond issue will affect water and sewer <br />fees. <br /> <br />6. PRESENTATION OF FEASIBILITY STUOIES FOR REHARILITATION OF MOUNTAIN <br />RESERVOIRS <br /> <br />Mr. Rybus said that the feasibility studies for Comanche, Peterson. and Twin <br />lakes Dams have been completed, and that Bill Moler of Morrison-Knudsen <br />Engineers was present to give reports. <br /> <br />Mr. Moler gave reports on each of th€! three dams studied, which included MKE's <br />evaluation of the structures, their ~ecommenrlations for rehabilitation, and <br />construction cost estimates. It was recommended that Comanche and Peterson <br />continue to be operated at reduced storage levels, and that no water be stored <br />in Twin lakes. The total estimated construction cost for rehabllitation of <br />the three structures is $3,305,023. Mr. Rybus noted that the staff is <br />planning for the possibility of havi~g similar feasibility studies performed <br />on Hourglass and Rarnes Meadow in th~ future. <br /> <br />Mr. Rybus said that the Colorado Wat~r Conservation Roard has a construction <br />fund which could be used to finance 50% of the construction cost of the <br />rehahilitation projects for a 40-yea~ period at 5% interest. Applying for the <br />loans would not place the City under any ohligation. After receipt of the <br />loan approval, the City would have 10 years in which to proceed with <br />construction of the projects. If nothing were done at the end of 10 years, <br />the CWCB-funded portion of the feasibility studies would be treated as a grant <br />and would not have to be repaid. If the City should proceed with anyone or <br />all of the projects, the CWC8 portion of the feasibility study cost would be <br />added to the 50% construction loan t~tal. It was the staff's recommendation <br />that the City proceed with applying for these loans. Mr. Rybus said the work <br />can be prioritized at a later time, but the initial action should be to <br />attempt to get a commitment of the f4nds from the CWC~. <br /> <br />A motion was made by Richard Boettch~r and seconded hy Oavid Clarkson to <br />authorize the staff to prepare resolljtions for the City Council to request <br />Colorado Water Conservation Board fu~ds for the rehabilitation of Comanche, <br />Peterson, and Twin lakes Dams. The Illotion was carrierl unanimously. <br /> <br />A motion was made by Richard Boettch~r and seconded by Oavid Clarkson to <br />recommenrl to the City Council that they approve the resolutions submitterl. <br />The motion was carried unanimously. <br /> <br />7. STATUS REPORT ON RESERVOIR 506B (GOLD HILL) <br /> <br />John Gauthiere gave a slide presentation which showed the repair work in <br />progress on the walls and roof of th~ reservoir. It has been discovered that <br />there is a considerable amount of cO~rosion in the roof tenrlons and additional <br />repair work will be necessary. The legal Department is exploring the <br />possibility of taking action against the contractor who constructed the <br />res ervoi r. <br />
