MINIMUM QUALIFICATIONS

4.3.1 The firm's personnel assigned to the completion of this project must have a
thorough working knowledge of the Colorado State Accounting System -
COFRS.

Our Firm has performed audits of the State of Colorado, Legislative Department
for the past six years, State of Colorado, Department of State audit in the past year
and The State Board of the Great Outdoors Colorado Trust Fund audit for the past
five, years. In performing these audits we have worked extensively with the
COFRS system. Personnel assigned to this project will have worked on at least one
of these engagements.

4.3.2 The firm presenting the proposal must be a firm of certified public accountants
eligible by law to practice public accounting in the state of Colorado.

We are a local CPA firm and are licensed to practice public accounting in the State
of Colorado.

MANAGEMENT SUMMARY

4.4.1 Provide a brief summary of your proposal. The summary shall contain a brief
