<br />~. <br /> <br />.. <br /> <br />STAFF MEMBERS RESPONSIBLE: <br />Alternative Identification and <br />Evaluation Specialist <br />System Operation Studies Specialist <br />Hydraulic Design Specialist <br />Preliminary Design and Cost <br />Estimates Specialist <br /> <br />TASK NO.: 9 <br />RFP CROSS-REFERENCE: <br />Step 3, Item (I) <br /> <br />TASK TITLE: <br /> <br />Evaluation of Alternative Surface Creek Projects Only. <br /> <br />RATIONALE: <br /> <br />Evaluations to d'etermine the comparative feasibility of alternative plans for <br />augmenting the water supplies of the Surface Creek system from Surface <br />Creek itself using the GMWCD conditional ,water rights requires using <br />estimates of the probable willingness of senior water rights owners in the <br />Surface Creek basin to cooperate in a basin-wide water management plan' and <br />the data compiied and results from Task Nos. 2 through 4. <br /> <br />METHODOLOGY: <br /> <br />1. Based on discussions with GMWCD personnel, individual senior water rights <br />owners, and the District 40 Water Commissioner, estimate the probable <br />willingness of the senior water right's owners to participate in a Surface <br />Creek basin water management plan involving exchanges. <br /> <br />2. Using an av~l.ilable reservoir operation computer program, the replacement <br />storage releases determined in Task 3, the gros~ storable inflows determined <br />in Task 4, and appropriate values of. reservoir evaporation and seepage losses, <br />determine the required size of the Cactus Park or other selected replacement <br />reservoir for full, most probable, and limited levels of participation by senior <br />water rights owners, both without and with the proposed enlargement of <br />Fruitgrowers Reserv?ir. . <br /> <br />3. Prepare appraisal level designs and cost estimates for replac'ement reservoirs <br />and feeder canals, if any, of the capacities estimated for the various <br />alternatives evaluated in Step 2 above. <br /> <br />PRODUCTS: <br /> <br />1. list of senior water rights owners indicating their probable willingness to <br />cooperate in a basin-wide water management plan involving exchanges. <br /> <br />2. Descriptions of alternative project plans using Surface Creek supplies only <br />obtained' by means of improved system management and the' GMWCD <br />conditional wat~r rights. <br /> <br />3.
