William McDonald
Executive Director, Colorado
Water Conservation Board
1313 Shennan Street
Denver, ~O 80203

Dear 8i.ll:

Yesterday, David Walker and Nick ]oannides of your staff
met with Chris Paulson, John Carlson and me regarding the
requirement of funds in addition to $700.000 for the rehab-
ilitation of Rio Grande Reservoir. The project was author-
ized this past year by Senate 8ill 27. That legislation
allows the Colorado Water Conservation80ard to increase the
funding level under certain circumstances. The legislative
record demonstrates that possible changes in the ,funding
level were contemplated because of uncertain conditions at
the project site. Your staff explained to me the special
conditions which exist. In these circumstances, I see no
problem with the Colorado Water Conservation Board's author-
ity under the existing legislation to fund the work effort
now req~ired.

I appreciate being informed of this matter and trust that
if this 'kind of circumstance should ever arise again, you
would a9ain bring the problem to our attention for our advice.

Sincerely yours,

15M) "i5~

C.
