<br />. <br /> <br />Once the reservoir has been filled to the normal pool elevation of <br />5,250 ft, the pool elevation will be kept constant until water is <br />delivered in a dry year. Based on the historic record of flows over <br />the past 40 years, it is expected that dry years will occur <br />approximately 18% of the time. Accordingly, the reservoir should <br />on ly be drawn down once every nine years. In the years when water <br />is actually delivered, the reservoir will begin to be drawn down in <br />late July, when water supply demands from the reservoir begin to <br />exceed the inflows to the reservoir. The draw-down of the reservoir <br />may continue through September, depending on the needs of the water <br />purchasers. From the end of September unt i 1 March or April of the <br />following spring, the reservoir will store water only below a pool <br />elevation of 5,220 ft. The remaining storage capacity (3,730 ac-ft) <br />constitutes the reservoir's "dead storage." <br /> <br />. <br /> <br />Beginning in March or April, the reservoir's 20,000 ac-ft of active <br />storage wi 11 be replenished by impounding an average of 400 cfs for <br />approximately 26 days. Once refilled, the reservoir will again be <br />kept at the maximum pool elevation of 5,250 ft until the next dry <br />year. <br /> <br />C. BYPASS OUTLET <br />The low-level bypass outlet (see Section VI-F) will normally operate <br />only when some or all of the installed hydroturbines are not <br />operat inC!. Its purpose is to augment the flows through the hydro- <br />power plant for: <br /> <br />o Releases for downstream water supply demands <br />o Flows for fish and wildlife maintenance and enhancement <br />o Releases to satisfy downstream water rights <br /> <br />. <br /> <br />In addition to supplementing <br />outlet can be 1) operated to <br />reservoir volume below the <br />maintenance, and repair of the <br />submerged, and 2) to control the <br /> <br />diversion requirements, the bypass <br />provide additional releases of the <br />spillway crest for inspection, <br />dam and appurtenant works normally <br />rate of pool rise as established in <br /> <br />3686-a/7 <br /> <br />III-3 <br />
