<br />. <br /> <br />SECTION I II <br />PROPOSED RESERVOIR OPERATION <br /> <br />A. GENERAL <br />The Webster Hi 11 Reservoi r wi 11 be a mult ipurpose impoundment whose <br />operation will supply water for irrigation and industrial use, power <br />generation, recreation, and wildlife habitat. The designated storage <br />capacities are illustrated in Figure III-I. <br /> <br />. <br /> <br />The operation of a multipurpose reservoir is complex and involves a <br />joint application of water for many different and competitive uses. <br />A reservoir operation study using a detailed tabulation of all <br />applicable quantities is beyond the scope of this study. However, <br />Wright Water Engineers developed a computer model (Appendix B) to <br />simulate reservoir operation "under different water resource <br />development conditions" (see Section II). "The computer modeL.. <br />predicts when the reservoir will fill and when the stored water will <br />be most in demand." From this model, a proposed reservoir operation <br />schedule was developed to reconcile conflicting competive uses. <br /> <br />. <br /> <br />B. RESERVOIR OPERATION SCHEDULE <br />The proposed plan for operation of the reservoir is relatively <br />straightforward. When construction of the dam is completed, the <br />reservoir will be fi lled according to establ ished fi 11 ing criteria. <br />Water will be impounded once storable flow becomes available in that <br />first year. If an average year of flow occurs and minimum streamflow <br />requirements have been imposed, impoundment will begin in early <br />Apri 1. Streamflows will be reduced by less than 150 cfs in the <br />beginning, and wi 11 escalate up to 1500 cfs in early May. The <br />overall reductions in streamflow will average about 400 cfs during <br />the course of the 30-day filling period. In a wet year of flow, <br />impoundment could begin in early March and the reservoir could be <br />filled by mid-April. The fill ing of the reservoir may be <br />accelerated, depending on the flow conditions in that year, but it is <br />not expected to take any longer than 30 days to fi 11 the reservoir, <br />even in a dry year of flow. <br /> <br />3686-a/7 <br /> <br />I II-I <br />
