<br />. <br /> <br />with appropriate mitigative measures will take time, but will ensure <br />that the Webster Hill project is environmentally sound. <br /> <br />CONCLUSION AND RECOMMENDATION <br />The Webster Hill Reservoir and Hydropower Project is technically, <br />economically, and environmentally feasible under the design concepts <br />and assumptions detailed in this report. <br /> <br />It is recommended that Phase II begin immediately to obtain the <br />hydropower license and other needed permits. At the same time, <br />negotiations for the acquisition of land, the sale of power and <br />water, the relocation of railroads and highways, construction <br />financing, and permanent project financing should be pursued.
