.

~

Feasibility of the Replacement
of the
Consolidated Extension Canal Company Siphon

Project Sponsor

The Consolidated Extension Canal Company (CEXT) is a Colorado
Mutual Ditch Company and a Non-profit Corporation. Articles of
Incorporation and Bylaws are included in Appendix A. A
stockholder list is also included in Appendix B. The major
stockholder, at 53% ownership, is the Public Service Company of
Colorado which purchased these rights along with majority
interest in the Las Animas Consolidated Canal Company to provide
a water supply for a power plant which was to be located near Las
Animas, Colorado. Plans for construction of the power plant are
currently indefinite and Public Service Company is leasing out
its shares to irrigators under the two ditch companies. These
lessees are listed in the stockholder list as well.

The company's facilities, built in the late 1800's and early
1900's, are located on the Arkansas River in the vicinity of Las
Animas, Colorado, CEXT's water supply is provided by senior and
junior water rights it owns and by its 17% ownership interest in
the Las Animas Consolidated Canal Company. The Las Animas
consolidated Canal diverts water from the Arkansas River
approximately 7 miles upstream of Las Animas. Approximately 2
miles from the Purgatorie River a Parshall flume marks the
beginning of the Consolidated Extension Canal. The Consolidated
Extension Canal irrigates approximately 120 acres west of the
Purgatorie River before flowing into a 1,000 foot long, 42 inch
diameter siphon that runs under the Purgatorie River and
floodplain. The ditch proceeds another 7 miles delivering water
to approximately 2,600 acres of irrigated farmland before tailing
into John Martin Reservoir.

Project Service Area

The service area of the CEXT includes approximately 2700 acres of
farmland in Bent county. Irrigated crops consist of alfafa,
pasture grass, corn, wheat and sorghum.

1
