Alternative courses of <br />action in lieu of actually carrying Out the rehabilita~ion shall be considered <br />under tasks 7 and 10. <br /> <br />At thi s stage of the study, the C:OllIIIUni cati on and coordi nati on wi th the <br />technical staff of the City and cwes is essential to ensure that the charac- <br />teristics of each potential soluti~n are adequately defined. MKE shall <br />prepare a bri ef interim report to document the background and development of <br />the alternatives for each Project to this point. <br /> <br />The second phase of the alternative selection process under this task shall be <br />to compare and examine the alternatives in relation to the suitability for <br />project implementation. Reconnaisal1ce level cost estimates shall be made <br />taking into account a wide range of contingencies. At this stage the long- <br />tenn operation and maintenance advltntages and disadvantages shall also be <br />reviewed. Judgemental values shall be applied in regard to assessing the <br />dam's degree of safety and genera) long-tenn liability even though such <br />factors may not be directly quantifiable. <br /> <br />The City, cwes, a!ld the MKE project team shall conduct meetings which will <br />lead to a mutual agreement as to which alternative to carry forward on each <br />f <br />Project. In some cases subalternatiVes or integration of the alternatives may <br />result from this process. <br /> <br />The final step in this task shall be to proceed to the preliminary design <br />phase based on the results of th~ alternative selection process outlined <br />above. Further detailed analyses Shall be made regarding the structural and <br />hydraulic elements. Checks shall be made on earlier criteria and assumptions, <br />and the designs shall be advanced to a feasibility level. Test results and <br />strength parameters shall be reviewed and additional stability analyses shall <br />be perfonned as necessary.
