<br />.""DFO"O"UE1L'$'''NCCO. <br /> <br />RECORD OF PROCEEDINGS <br /> <br />Board of Trustees <br />March 14, 1983 <br />Pag~ <1 <br /> <br />RUEDI WATER CONTRACT <br /> <br />The- matter was postponed because Attorn;ey Leavenworth was delayed in Denver <br />due to bad weather conditions. <br />CWCB CONTRACTS <br /> <br />Milwid reminded the Board that the contracts had been held pending legis- <br />lative action. The Legisiature is still working on funding but CWCR's <br />Nick Ioannides has agreed to hold tile contracts Ulltil the money is assured. <br />Then as soon as the funding bill is out of the Legislature, the CWCS can <br />execute the contracts thereby saving the town a couple of months' time. <br />Trustee Grant asked if any engineering has been done on the storage tank. <br />L'Estrange said only some very preliminary work has been done and there is <br />an engineering contract for the Board to consider at their next meeting. <br /> <br />Trustee Bail' moved to adopt ORDINANCE NO.4, Series OF 1984, AN ORDINANCE <br />AUTHORIZING AND APPROVING AN AGREEMENT BETWEEN COLORADO I'IATER CONSERVATION <br />BOARD AND THE TOWN OF BASALT AND ilN AMENmlENT TO A PREI'IOUSLY EXECUTED <br />AGREEMENT BETWEEN THESE PARTIES FOR PARTIAL FINANCING OF CONSTRUCTION OF <br />A WATER STORAGE FACILITY. Second by Trustee Carney. Roll call vote; all ayes <br /> <br />LONGHORNS' PROCLAMATION <br /> <br />Trustee Darien moved to adopt a proelamation in appreciation of the Basalt <br />Longhorn's Boys Basketball team, a copy of which is attached hereto. Second <br />by Carney; all ayes. <br /> <br />POLICE DEPARTMENT <br /> <br />Clerk Coble read a letter to tile Board frum Pitkin COUIity Sllcriff Dick <br />Kienast commending Chief Isaacs for his help with a dj[.ficult situation. <br />A copy of the letter is attached hereto. <br /> <br />Monthly Report <br /> <br />Trustee Bair asked about 2 recent accidents near the 7-11. Isaacs said <br />one was a nUl at 3:00 A.M. and the other involved a pedestrian and was <br />caused by a civil dispute. He said the police dept. ducs work radar in <br />that area. Trustee Grant asked about an inventory of police eQuipment. <br />Isaacs said he keeps one although it doesn't list such items as shirts. He <br />said each officer has a list, of equipment assigned to l1im which docs <br />include uniform shirts and the like. Isaucs said he would gOl a cupy of <br />the inventory to administration. Grant said that list ~hould be balanced <br />against the bills for'payment. Isaacs said that could be done [or all <br />that has been purchased since he has been here. <br /> <br />CLERK <br /> <br />Coble told the Board that her deputy Betty Dailor will be moving to <br />California in May; her last day of work will be May 1st. She also told <br />the Board that her name has been changed to Ann Bassett. <br /> <br />Treasurer'S Report <br /> <br />The Treasurer's report and computer printouts were dititributed for <br />questions at the next Board meeting. <br /> <br />Accounts Payable. <br /> <br />After .some discussion, Trustee Klenck moved to approve the accounts <br />payable dated March '14, 1984, a copy oJ which is atta~lled hereto. Second by <br />Darien. Roll call vote: all ayes; Terwilliger abstained on tile bill to <br />GRT Plumbing & Heating. <br /> <br />PUBLIC COMMENT <br /> <br />Ted Lupe said the highway bypass issue is a serious problem and the town <br />has done nothing about it. He said there was a suggestion at their last <br />meeting that the town get a lobbyist with clout to assess the situation <br />from a political perspective. He said the town nlust deal with the bypass <br />unknown every time a development comes up and also in discussion of the <br />tax base and other issues. He t:>aid the town can't vacillate any longer and <br />should begin by spending some money [or a lobbyist, The town must plan to <br />protect its tax base, he said, and the Board doesn't realize the <br />ramifications of its inaction. Otis Moreland agreed that the highway is <br />the crux and that it's evident a bypass will create drastic problems for <br />
