GENERAL <br /> <br />1. Procedures for Evaluation. <br /> <br />The first step will be to list all reasonable <br />alternatives. The next step will be to make a <br />preliminary screening and review of each <br />alternative. Initially each alternative will be <br />briefly evaluated with respect to: <br /> <br />1. Construction problems and other physical <br />constraints <br /> <br />2. Land ownership and right-of-way needs <br /> <br />3. Availability of water rights <br />4. Reliability of water supply <br /> <br />5. operation and maintenance problem <br />6. Institutional and legal restrictions <br /> <br />7. Environmental impacts <br /> <br />8. Time required to implement <br /> <br />9. Capital cost (relative to other alternatives; no <br />estimates will be made during preliminary <br />screening). <br /> <br />Those that have obvious problems or apparent high <br />costs will be discarded. We will then select the <br />best alternatives for further detailed evaluation. <br /> <br />Alternatives which will be subject to Preliminary <br />Screening are (see Figure V-A for general location): <br /> <br />Structural Alternatives <br /> <br />1. Construct a pipeline from Gurley Reservoir to <br />the Town Reservoir, for sole use by Norwood. <br /> <br />2. Build additional storage facilities below <br />Gurley dam near the water plant, for storage of <br />winter water. <br /> <br />V-I <br />
