11-2

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

was developed at that time. other major facilities
constructed during this phase were an earthen dam to
form a 10,000,000 gallon raw water reservoir, a
water treatment plant, new waterlines in the Town of
Norwood, and waterlines to serve the rural area.
Two new steel tanks, one located at the water
treatment plant and one located at coventry, about 6
miles west of Norwood, were also constructed. A
third tank known as the Reed tank, was installed
south of the water plant to serve higher elevation
areas.

In 1986-87 the capacity of the treatment plant was
expanded by adding two additional sand filters and
installing two 'roughing filters' as a pretreatment
unit.

In 1993-94, miscellaneous'improvements were made to
the water treatment syste*, distribution pipes,
storage facilities, and raw water collection system.
At the water plant, two new gravity filters with
capacity of 400 gpm were added to replace pressure
filters. An existing 200;000 gallon tank was
renovated, PRV stations were upgraded, and 3 new
air/vacuum valves were installed in an effort to
upgrade the distribution system. collection system
improvements included a new pump on Gardner Springs
and Parshall flume on the Gurley Ditch intake pipe.
These are all part of a phased, long-range program.

2. Existina Water Svstem.

This consists presently of water intakes on and
adjacent to the Gurley Ditch, an earthen raw water
storage reservoir, a watet treatment plant, two
steel storage tanks, and the distribution system.
The major problems with the system are 1) inadequate
raw water supply and/or raw water storage,
particularly during winter months, 2) poor raw water
quality in summer, which reduces treatment capacity,
and 3) low pressures, frequent breakdowns, and
restricted fire flow capability in the distribution
system. A moratorium on new water taps is presently
in effect due to the above problems. This report
addresses problems with the raw water system only.

B.

ADMINISTRATION OF DOMESTIC WATER SYSTEM.

1. Oriainal Administration and oraanization (Throuah
1993.

Prior to 1977, all water supply facilities were
owned and operated by the Town of Norwood.
