COLORADO 81423 <br />(303) 327-4288 <br /> <br />state of Colorado <br />Colorado Water Conservation Board <br />Department of Natural Resources <br />721 state Centennial Bldg. <br />1313 Sherman Street <br />Denver, CO 80203 <br /> <br />(303) <br />(303) <br /> <br />September <br />866-3441 P <br />866-4474 F <br /> <br />12, 1994 <br /> <br />ATTH: <br /> <br />Bill Green <br /> <br />REGARDING: WATER SYSTEM IMPROVEMENTS/TOWN OF HORWOOD <br /> <br />Dear Mr. Green: <br /> <br />Our 1991 Feasibility study by our l!ngineer Bill Hamann of <br />WestWater Engineering outlined 3 phases of upgrades Norwood needed <br />as improvements to our water system. <br /> <br />e <br /> <br />In 1992, we approached the Colorado Water Conservation Board <br />"CWCS" and the Department of Local Affairs "DOLA" for the funding <br />needed for both treated water and raw water upgrades. <br /> <br />A $200,000 grant and <br />improve our treatment <br />improvements. <br /> <br />S50,000 loan was secured from DOLA to <br />plant and some distribution line <br /> <br />We pledged an $80,000 local match, which we have met. <br /> <br />The local match and the DOL A funds were pledged for a $320,000 <br />CWCB loan to build a pipeline from the Gurley Reservoir to our <br />treatment plant. <br /> <br />The $320,000 from cwcs and the $250,000 from DOLA were <br />contingent upon each other. Both were contingent upon our local <br />match, and both were contingent upon our placing the rural and town <br />systems under a one-entity ownership. The Town was to negotiate <br />assumption of all assets and liabilities of the rural system owned <br />by the San Miguel Water Conservancy District "SHWCD" and operated <br />by Wright's Mesa. <br /> <br />To date, the assumption of the system is complete. The system <br />is now entirely owned by Norwood and operated as an enterprise fund <br />by the Norwood Water Commission "NWC". <br /> <br />e <br /> <br />The treated water (DOLA) portion <br />SUbstantially complete with a few minor <br />underway. <br /> <br />of the <br />finishing <br /> <br />project is <br />components <br /> <br />In preparing to undertake the raw water portion of this <br />project, we met with frustration in negotiating with Farmers Water <br />Development Company "FWDC", the owners of the Gurley Reservoir. <br />
