<br />I <br /> <br />I <br /> <br />I <br /> <br />The following information summa~izes the history and status of this work: <br /> <br />I <br /> <br />1. WRC researched a number of senior water rights in the Bear Creek basin <br /> <br /> <br />and contacted various sources to locate a willing seller. <br /> <br />I <br /> <br />2. Shares in the Pioneer Union Ditch were optioned pending an engineering <br />analysis to determine the yield of the ditch shares and the possibility <br />of transferring the water. <br /> <br />I <br /> <br />I <br /> <br />3. Engineering analyses were performed to determine the consumptive use <br /> <br /> <br />from the historical use of the Pioneer-Union Ditch and the yield per <br /> <br /> <br />share. <br /> <br />I <br /> <br />I <br /> <br />4. The engineering analysis in4icated that approximately 1.0 share of <br /> <br /> <br />the Pioneer-Union Ditch wilt equal the water depletions caused by the <br /> <br /> <br />future development of the Btook Forest Water District. A contract for <br /> <br /> <br />putchase of the necessary w~ter has been executed. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />5. A plan of augmentation was prepared which documents the engineering <br /> <br /> <br />analysis and explains the plan for using the purchased water in meet- <br /> <br /> <br />ing the district's water requirements without injuring the senior water <br /> <br /> <br />appropriators on the stream system. <br /> <br />I <br /> <br />6. The plan of augmentation has been filed in the Division No. 1 Water <br /> <br /> <br />Court. Efforts are currently continuing in dealing with the Statements <br /> <br />of Opposition and securing the issuance of a final decree. <br /> <br />I <br /> <br />I <br /> <br />Initial meetings with the objectors to the water augmentation plan suggests <br /> <br /> <br />the need for the raw water storage reservoir previously mentioned. It is likely <br /> <br /> <br />that the said storage reservoir will be required for final approval of the plan <br /> <br /> <br />of augmentation. For this reason, the proposed improvements in this report <br /> <br /> <br />include such a storage facility. Without the storage facility, it is likely <br /> <br /> <br />that the plan of augmentation will not be approved, thus the abilities of the <br /> <br /> <br />district to provide for a future dependable water supply system will be greatly <br /> <br />restricted. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />-28- <br />
