Powers and Authorities <br /> <br />I <br /> <br />I <br /> <br />The Brook Forest Water District has adopted by-laws, rules and regulations <br /> <br /> <br />through authority expressly conferred by the Colorado Statutes. The district <br /> <br /> <br />is considered a governmental division of the state with powers granted to <br /> <br /> <br />carry out the objectives and purposes of the district. The district was estab- <br /> <br />lished to supply water for domestic purposes only. All other water uses such <br /> <br />as outside irrigation, livestock watering and re~reational uses are prohibited. <br /> <br />I <br /> <br />I <br /> <br />All powers and authorities vested in the district by law are exercised <br />through a Board of Directors. The board, comprised of five elected members, <br />oonducts regular monthly meetings to deal with management and operation of the <br />district. The Board of Directors has powers to: <br /> <br />I <br /> <br />I <br /> <br />1. Adopt rules and regulations and revise the same as deemed necessary. <br /> <br />I <br /> <br />2. Hire necessary personnel to plan, operate, and maintain the water <br />system. <br /> <br />I <br /> <br />I <br /> <br />3. Authorize purchases, leases, and sign receipts, checks and other <br />documents. <br /> <br />I <br /> <br />4. Delegate authorities and power to committees. <br /> <br />I <br /> <br />5. Prepare financial reports. <br /> <br />I <br /> <br />6. Finance regional water studieS. <br /> <br />I <br /> <br />7. Enter into contracts with district taxpayers to construct water <br />lines and provide service. <br /> <br />I <br /> <br />8. Designate areas of the district which are impractical to serve. <br /> <br />I <br /> <br />The district, acting as an official government body, also has the right <br /> <br /> <br />of eminent domain, the authority to enter into contractual arrangements and <br /> <br />I <br /> <br />I <br /> <br />~- <br />
