I

I

I

CHAPTER II
ORGANIZATION

I

I

A. History

I

The original petition to organize the Brook Forest Water District was

filed in Jefferson County Court on December 12, 1963. The petition was filed

by a group of taxpayers within the proposed district area and a special

election was held which supported the organization of the district. The

District Court approved the petition on March 3, 1964, officially forming

the Brook Forest Water District according to the provisions of Chapter 89,

Artical 5 of the Colorado Revised Statutes, 1953, as amended.

Another election was held May 29, 1964 which app~oved the issuance of a

maximum of $300,000 in general obligation water bonds. Three series of bonds

were issued between 1964 and 1966 totaling $150,000. This capital was used

to construct the initial water supply system which is comprised of a well, dis-

tribution lines, and a storage tank in Evergreen Hills Filing No.1. In subse-

quent years, additional filings were approved including Evergreen Hills No.2,

Brook Forest Nos. 1, 2, 4, and 5, and Brook Forest Country Club No.1. Water

service was extended to these new filings and additional wells, distribution

lines, and storage tanks were added to the system.

I

I

I

I

I

I

I

The continuing additon of new water users to the system eventually increased

the demand beyond the system capability to supply and distribute adequate water.

Disruptions in water service have occurred in the past due to freezing pipes,

low well yields, low pressures, broken pipes, and other problems. A complete

description of the problems and the existing condition of the water supply

system are included in later chapters of this report.

I

I

I

I

I

I

-5-
