The demands were based on estimates of future
growth and the resulting water needs. This growth estimate was provided by
the town and reflects growth due to anticipated industrial development in
the region.

The distribution of future municipal and domestic demands was assumed to
parallel the monthly distribution from the last three years of record for
the town of Meeker. The annual requirements were estimated to total 5000
acre-feet of additional municipal and domestic water. The raw water would
be provided in the White River upstream of Meeker. No estimates were made
of local treatment plant needs or water distribution networks. The monthly
distribution of these demands is shown in Table III-I.

Industrial Demands

Industrial demands were based on estimates provided by energy firms
regarding their future needs and location of those needs. The industrial
demands were separated into two categories - oil shale and coal.

Oil Shale
At the initiation of the study, oil shale development was planned
firms at several locations in the basin. No attempt was
made to isolate demands by particular type of use or processing method. The
values provided by the energy companies were tabulated, and a slight peaking
factor applied to the summer months to account for the predicted use of the
water in revegetating the spent shale.
