-

..

WATER-SEWER BOARD MEETING

August 2, 1990

Vice Chairman Richard Boettcher called the Water-Sewer Board meeting to order
on Thursday, August 2, 1990 at 3:04 p.m. in the City Hall Community Room.

1. ROLL CALL

Present at the meeting were Board members: Richard Boettcher, Julianne
Haefeli, Kim Lawrence, Elmer Rothe, and Water Board Attorney Bill Bohlender.
Jack Cochran arrived at 3:35 p.m. and Chairman W. D. Farr arrived at 3:43 p.m.
From the Water and Sewer Department were Director Mark Rybus and staff
members. From the Finance Department was Director Tim Nash. Also present was
Mr. Martin Bird.

2. APPROVAL OF MINUTES

A motion was made by Julianne Haefeli and seconded by Kim Lawrence to approve
the minutes of the meeting of June 7, 1990 as presented. The motion was
carried unanimously.

3. APPROVAL OF AND/OR ADDITIONS TO AGENDA

The agenda was approved as presented.

4. CONSIDERATION OF SETTING THE CASH EQUIVALENT RATE IN LIEU OF WATER
RIGHTS EXCHANGE

Mark Rybus commented that he had no information which indicated the necessity
for a change in the cash equivalent rate. However, it was noted that the
price of CBT water appears to be moving up because there have been some recent
transactions at $1,450 and $1,500 per acre foot.

A motion was made by Kim Lawrence and seconded by Julianne Haefeli to set the
cash in lieu of water rate at $1,000 per acre foot. The motion was carried
unanimously.

5. FINAL REPORT ON EAST GREELEY SEWER PROJECT

Wastewater Operations Manager Frank Stephens gave a slide presentation on this
project. He said the actual end of the contract period is August 3rd, and
substantial completion is expected on Monday, August 6th. The final punch
list will be done next week, and the contractor will also continue with paving
activities. Mr. Stephens and Mr. Rybus said that, so far, they are pleased
with Trainor Construction Company's work. Mr. Rybus said he feels that having
this sewer project in service will enhance development in the area, because
septic tanks did not work well on some of the land.
