<br />.. .. <br /> <br />Colorado Water Conservation Board <br />November 29, 1990 <br />Page Two <br /> <br />The MKE feasibility study identified several deficiencies which will have to <br />be repaired in order to restore the full decreed storage capacity and to <br />operate the reservoir safely in the future. The areas of concern include <br />deficiencies in the emergency and service spillways, poor condition of the <br />outlet works conduit, inadequacies in the spillway and inlet channel dikes, <br />insufficient riprap on the upstream dam slope, and variations in the dam crest <br />elevations. The design of the Barne$ Meadow Reservoir rehabilitation would <br />begin in early 1991, and would continue through the winter and spring of 1991. <br />Plans and specifications would be supmitted to the State Engineer for his <br />review and approval in Summer, 1991. This schedule will allow adequate time <br />for the State Engineer to review the plans and specifications so that the <br />consultant may make any necessary revisions to the design documents during the <br />remainder of 1991. Bids for constru~tion of the rehabilitation work will <br />tentatively be advertised in early 1992, with the commencement of construction <br />scheduled for May, 1992. Completion of construction is scheduled for <br />November, 1992. <br /> <br />The City of Greeley hereby requests that the Colorado Water Conservation Board <br />prepare a contract to be entered into by the CWCB and Greeley for a loan from <br />the CWCB Construction Fund to finance one-half of the project costs associated <br />with the rehabilitation of the Barne~ Meadow Dam. The contract should specify <br />that the loan: 1) be for $215,000; 2) have an interest rate of 5%; and 3) be <br />issued for a term of 20 years. We hsve established a target date of <br />February 15, 1991 for the execution of the CWCB/Greeley contract. Your <br />agency's cooperation in meeting this target date will be greatly appreciated. <br /> <br />The City of Greeley Water and Sewer Department staff is preparing Requests for <br />Proposals for the design of the Barnes Meadow Dam rehabilitation which will be <br />released in December, 1990. As the proposals are evaluated, your agency will <br />be included in the selection of a co~sulting firm and the contract <br />negotiations. <br /> <br />This letter confirms the City of Greeley's ability and intent to: 1) provide <br />funding for 50% of project costs for the rehabilitation of the Barnes Meadow <br />Dam; and 2) repay the loan from the eWCB Construction Fund used to finance the <br />remaining one-half of the project costs. Monies to be used by the City to pay <br />its initial one-half of project costs will come from funds available from the <br />Capital Replacement Fund of the Water Fund. The Capital Replacement Fund, <br />required under Greeley City Charter, contains funds which have been set aside <br />through the budgetary process for the replacement of depreciated capital <br />assets. Monies for the repayment of the CWCB Construction Fund loan will come <br />from revenues generated by user fees. <br />
