That study, done by Morrison-Knudsen Engineers, Inc. (MKE) and completed
in June, 1988, showed the rehabilitation of Barnes Meadow Dam to be feasible.

On April 20, 1989, the Colorado Water Conservation Board's authorizing bill,
Senate Bill 85, was signed into law. That bill authorized a loan of $215,000
for 50% of the costs of rehabilitating Barnes Meadow Dam. The loan authorized
is to have a 5% interest rate for a term of 20 years. Senate Bill 85 also
designated the rehabilitation of Barnes Meadow Dam as Priority Number 5 for
the CWCB Construction Fund appropriations in 1989.

During a meeting of the City of Greeley Water and Sewer Board on August 2,
1990, funds were allocated for the commission of the Barnes Meadow Dam
rehabilitation design in 1991. A copy of the minutes from this Water and
Sewer Board meeting is enclosed for your information and record.

It is vital that the City of Greeley pursue the rehabilitation of Barnes
Meadow Reservoir, as it is an essential component of the City of Greeley's raw
water supply system. Barnes Meadow Reservoir is the primary winter storage
facility for the City and, at full storage capacity, it supplies 35% of the
total Greeley winter water supply. Currently, as recommended by MKE, the
storage in Barnes is restricted to gage height 36, which is a loss of over 400
acre feet.

1989
GREELEY
It...A...lI

rlil~
