He snid therp is a need for <br />arlditional funds to complete the proposed capital improvements. and the staff <br />operls direction from the Water Board and City Council as to how they want to <br />proceed. <br /> <br />The Roarrl memher') requpsted that Mr. Sas(lki set up a joint meeting with the <br />City Council to discuss this issue further. and also requpster1 that the staff <br />provide information on how the proposed bond issue will affect water and sewer <br />fees. <br /> <br />6. PRESENTATION OF FEASlRILITY STUDIES FOR REHARILITATION OF MOUNTAIN <br />RESERVOIRS <br /> <br />f.lr. Rybl/s said that the feaSibility studies for Cornanchp.~ Peterson~ and Twin <br />Lakp.s Dams have been completed, and that Rill Moler of 110rrison-Knudsen <br />Engineers was present to give reports. <br /> <br />Mr. Moler gav~ reports on each of the three rlams studied. which inclurled MKf:'s <br />evaluation of thp. structures. their recOllUTlenrlations for rphahilHation, and <br />cons truet i on cas t es t i mates. I twas recommp.nded that Comanche and Peterson <br />continue to he opprated at reduep.rJ storage leve1s~ and that no wilter be stored <br />in Twin Lakes. The total estimated cQnstrllction cost for rehabi litation of <br />the three structures is t3,30S.023. Ur. RyhlJS noted that the staff is <br />planning for the possibility of having similar feasibility studies performerl <br />on Hourglass and Rarnl'!s Meadow in the future. <br /> <br />Mr. Ryhus sairl that the Colorado Water Conservation Roarrl has a construction <br />funo which could be used to finance 50~ of the construct ion cost of the <br />r~hnhi1itation projectc; for a liD-year period at 51 interest. Applying for the <br />loans would not placp. the r.ity under any Obligation. After receipt of the <br />loan approval. the City would have 10 years in which to prncp.ed with <br />construction of tl,e projp.cts. If nothing were r:\one at the end of 10 years, <br />the OJCR-funrlerl portion of the feasibility studies would be treated a.s a grant <br />and woulrl not have to be repaid. If the City should proceefi with anyone or <br />all of the projects. the CWCR portion of the feasibility study cost would he <br />added to the 50% constrlJction loan total. It was the staff's recolTlT1endation <br />that the City proceed with applying for these loans. Mr. Rybus sairl the work <br />can be prioritized at a later t;me~ but the initial action should be to <br />attempt to get a commitment of the funds from the CWC~. <br /> <br />A motion was made by Richard Roettcher and sp.confied hy Oavid Clarkson to <br />authorize the staff to prepare resohltions for the City Council to request <br />Colorarlo Water Conservation Aoard funds for the rehabilitation of Comanche. <br />Peterson. anrl Twin Lalcps Dams. The motion was carrierl unanimously. <br /> <br />A.
