The Greeley <br />City Charter, section 3-5, states as follows: <br /> <br />The city may enter into agreements, contracts and <br />leases with governmental and private entities which <br />have been authorized by the city Council, or which are <br />consistent with the specific policy established by the <br />city Council. All written contracts, to which the City <br />is a party, shall be reviewed as to legal form by the <br />city Attorney, approved as to substance by the city <br />Manager, and as to availability of funds by the <br />Director of Finance. Contracts in writing binding the <br />city, and conveyances of interest in land by the city, <br />shall be signed by the Mayor and attested by the city <br />Clerk under the seal of the City, pursuant to authority <br />established by ordinance adopted by the City Council. <br /> <br />This section on the Charter requires the City to have the <br />signatures of the Mayor, the City Clerk attesting the Mayor'S <br />signature, the city Manager as to substance, the city Attorney as <br />to legal form and the Director of Finance as to availability of <br />funds, to enter the Barnes Dam contract which is hereby attached. <br /> <br />The City officials signing on <br />authority to bind Greeley. <br />ratification of the attached <br />participation in this contract <br /> <br />behalf of Greeley have the <br />That approval is subject to <br />ordinance approving Greeley's <br />by the Greeley city Council.
