The DPR also estimated that the <br />improvements to the fishery as a result of the reservoir operation <br />would be $100,000 annually. According to Mike Japhet of the <br />Colorado Division of Wildlife, "it is very difficult to place a <br />monetary value on the entire worth of the fishery at Lemon Reser- <br />voir or at any other reservoir. For example if one was to try to <br />assess the value based on the fishery alone, annual costs associ- <br />ated with stocking the fish could be used as a parameter, as these <br />costs can be directly tied to the replacement costs. However, <br />since there is no formula for calculating the monetary value of <br />the fishery that already exists (i.e., those fish which are <br />growing or have matured to 8 inches, 10 inches or 12 inches) the <br />value of the fishery would be developed by using the stocking <br />costs only. In addition, it is important to note that by deter- <br />mining the value based solely on the fishery, without considera- <br />tion for economic indicators, the true value of the fishery is not <br />portrayed. <br /> <br />On the other hand, in a recent report entitled "Sportsmen <br />Expenditures for Hunting and Fishing in Colorado, 1981", Kenneth <br />Nobe of Colorado State University takes the position that the <br />value of each fish caught can be determined purely from an econo- <br />mic perspective. He estimates that each fish caught in Colorado <br />is valued at $57.00. This figure incorporates the entire experi- <br />ence, including not only the equipment and licenses purchased but <br />also motels, food, car expenditures, travel, etc. While this <br />figure may be overestimated, the value based on the "fishery" <br />alone appears to be underestimated.
