Clyde Consultants

Windsor Reservoir and Canal Company receives water from WSSC's Long Pond
Reservoir, which is located too far south to feed into irrigation canals utilized by WSSc.

Douglas Reservoir is not filled once a year to a maximum seasonal height and then
drained. Rather, the reservoir is filled and water released depending on the supply of
inflow and the demand for irrigation. The fluctuating reservoir level makes it difficult
to correlate early historical data of reservoir storage to the amount of water released.
Since 1970, however, records have been kept the acre-feet of water released. This data
was obtained from the Colorado Department of Water Resources Division Records and
is summarized on Table 4-2. Some years of record were missing from the reservoir
summary records. Typically, the Windsor Reservoir and Canal Company expects to use
about 4,000 to 5,000 acre-feet of water from Douglas Reservoir each year. With the
proposed rehabilitation of the dam embankment and spillway, the Company would like
to be able to utilize 6,000 acre-feet from Douglas Reservoir.

4.3 WATER QUALITY

There are not any apparent pollution sources such as industrial complexes, agricultural
or feedlot operations located near or around Douglas Reservoir. No historical water
quality tests have been conducted on outflow from the reservoir and at the time of the
writing of this report the reservoir was drawn down and water quality testing was not
possible.

22539G/DOUGLAS.DAM 12.17.90/REPORTS3

18
