A <br />copy of the decree for Douglas Reservoir (aka Douglas Reservoir and Reservoir No. 10) <br />is attached as Appendix C. <br /> <br />Presently Douglas Reservoir is drawn down to zero gage height for dam safety <br />considerations although a restriction has not been issued by the Colorado State <br />Engineer's Office. <br /> <br />Water rights transfers or exchanges were not deemed possible by the Windsor Reservoir <br />and Canal Company as an alternative for rehabilitation. All existing dams and reservoirs <br />which could accept water presently flowing into Douglas Reservoir are operating at <br />capacity. Therefore, transferring water rights or exchanges are not an option unless new <br />facilities (such as a new dam) are constructed in the project area. <br /> <br />4.2 WATER UTILIZATION <br /> <br />Douglas Reservoir is located on Dry Creek, a tributary of Cache LaPoudre River, in <br />Larimer County. According to the U.S. Corps of Engineers Phase I Inspection Report, <br />July 1978, the drainage at the dam is 46.4 square miles including 5.1 square miles above <br />Park Reservoir and 1.7 square miles above Reservoir No.15. The outflow from both of <br />these reservoirs empties into Douglas Reservoir. The reservoir is supplied primarily by <br />the Poudre Valley Canal with supplemental inflow from the Dry Creek drainage. <br /> <br />Water from Douglas Reservoir is exchanged with the Water Supply and Storage <br />Company (WSSC) as the reservoir does not empty into canals utilized by the Windsor <br />Reservoir and Canal Company.
