<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The pipeline prices are from a March 1983 bid schedule for furnishing <br />and installing 40, OOO-feet of 18-inch pipe for the Ute Water Conservancy <br />District (UTE) in Grand Junction, Colorado. Approximately 20 percent of <br />the pipeline for UTE required rock excavation. <br /> <br />The costs shown for constructing the access road to the Snowball dam <br />site are derived from actual costs of constructing a Forest Service road to <br />Overland Reservoir in 1985. The roads are very similar with regard to the <br />amount of work required to upgrade them for construction purposes. <br /> <br />Contingencies for the project were estimated at 20 percent of the <br />construction cost. Engineering and legal costs were estimated at 20 <br />percent. of the construction costs, including contingencies. Based on the <br />items discussed above, the total project cost is estimated at $9,162,000 or <br />approximately $3,160 per acre-foot of storage. <br /> <br />Annual operation, maintenance and insurance costs for all facilities, <br />including spring maintenance of the access road, were estimated at 0.65 <br />percent of total project cost or approximately $60,000. <br /> <br />Due to the uncertainty surrounding the need for an Environmental <br />Impact Statement, this was not included as a project cost. However, if one <br />was required, minimum cost would be approximately $250,000 based on the <br />cost of the Stagecoach Reservoir ElS. <br /> <br />5-11 <br />
