<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />1.4.3 Recommendations <br /> <br />Based primarily on cost comparisons, it appears that a staged <br />development at the Snowball site is the preferred alternative, unless <br />further detailed site investigations disclose major construction problems <br />which are not now apparent. It is recommended that these investigations <br />commence as soon as weather permits. <br /> <br />It is further recommended that the right to divert water from the main <br />stem of the San Juan River under the town's original decree be retained and <br />that site for a standby pumping facility near the treatment plant be <br />identified. <br /> <br />Finally, it is recommended that discussions proceed with the potential <br />domestic water customers identified in this report, that irrigators in the <br />vicinity be contacted for possible interest in the project (perhaps on an <br />interruptable basis), and that the Southwest Water Conservation District be <br />requested to formalize the transfer of those portions of its water rights <br />which the project requires. <br /> <br />Figures E.S.-l and E.S.-2 showing the project location and the dam <br />sites considered during the reconnaissance study are included at the end of <br />this chapter. <br /> <br />1.5 SITE SELECTION AND FIELD WORK <br /> <br />At its July 1985 meeting the Board of Directors of the Colorado Water <br />Resources and Power Development Authority authorized Western Engineers, <br />Inc. to proceed with the feasibility study on Snowball Creek Reservoir. <br />The town, through its manager, had expressed support for this site as well. <br /> <br />The decision was based on the information presented at the <br />reconnaissance study. Copies of the study were made available to the town <br />for distribution to potential project participants. After the decision was <br />made to proceed with the Snowball Creek site opposition surfaced from the <br />landowners in the area of the reservoir and along the pipeline and access <br /> <br />1-8 <br />
