Introduction and Purpose <br />In September 1993, the City of Fort Lupton, Colorado (City) submitted to the <br />Farmers Home Administration (FmHA) a Preliminary Engineering Report (PER) <br />for the City's proposed water supply and treatment project. In December 1993, the <br />City submitted an Amendment to the PER to reflect project developments that had <br />taken place between September 1993 and December 1993. <br />In March 1994, the City received comments and reljuests for clarifications <br />from FmHA concerning the information that had been submitted. The purpose of <br />this second amendment to the PER is to provide the information requested by <br />FmHA. <br /> <br />B. Connection Fees <br />Fort Lupton will not own nor be a partial owner of the Northern Colorado <br />Conservancy District's (NCWCD) Southern Water Supply Project. Fort Lupton will <br />own the exclusive rights to 8 cubic feet per second (cfs) (5.17 million gallons per day <br />[mgd]) of capacity in the NCWCD raw water pipeline. however, NCWCD will own <br />and will be responsible for operating and maintaining the raw w,ller pipeline. <br />Therefore, Fort Lupton's $8,837,000 share of the Southern WateI Supply Project can <br />be viewed as a connection fee for the raw water delivery. The budget information <br />contained in this PER Amendment No.2 reflects this cost as a connection charge. <br />A copy of the allotment contract between NCWCD and Fort Lupton is included in <br />Appendix A. <br />FmHA will not allow joint ownership of the raw water storage tank and water <br />treatment plant (WTP) between Fort Lupton and Hudson. Therefore, because Fort <br />Lupton is the majority participant in these facilities, Fort Lupton will own these <br />facilities on a 100 percent basis. This PER Amendment No.2 assumes that Hudson <br />will find this arrangement to be acceptable. The WTP will be designed and <br />constructed for 2.5 mgd of capacity for Fort Lupton and 0.5 mgd of capacity for <br />Hudson. For its rights to 0.5 mgd of treatment capacity in the WTP, Hudson will <br />pay Fort Lupton a connection fee for exclusive use of this quantity of treatment <br />capacity as well as for exclusive use of a potion of the raw water storage that is <br />being constructed as part of the proposed project. <br />For treatment, Hudson will pay to Fort Lupton a charge equal to its <br />percentage of use. The charge will cover actual operation and maintenance costs. <br />Fort Lupton will not make any profit on the water that is treated and delivered to <br />Hudson. Hudson will be charged for water based on actual operating and <br /> <br />-1- <br />
