I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

Existing Water Supply System

Wells 5, II, and 14 currently are not equipped with pumps, and are under a Division 2 Engineer's
Order under the Arkansas Rules not to pump until properly augmented. Well 12 is equipped
with a submersible pumping unit and is used to irrigate a tree nursery of approximately 10 acres.
Wells 13 and 15 are equipped with lineshaft turbine pumps and were used to irrigate one
center-pivot circle located, until late 1997 in NJ3 1/4, See 22, TI4S, R58WE. The pivot was
supplied by a common pipeline system from we)ls 13 and 15.

Well and System Condition

All of the irrigation wells were drilled in the 1968-1972 time period using 16-inch diameter steel

casing and well screen. It is expected that the wells will need to be replaced to maximize their

efficiency due to normal encrustance and screen plugging over the past 25 to 28 years, and to

meet current design standards for irrigation and commercial wells.

Well II is located just off the applicant's properlY to the south, on property owned by Smith
Cattle Company (a party to the settlement). It is the applicant's intention to relocate this well on
his own property during a program of well replacement. Power coefficient tests of wells 12, 13,
and 15, were performed during 1997 by an independent tester certified under the Arkansas Rules.
Copies of the test results are included as attachments to this report.

Water Rights

The Preisser wells originally were decreed in CaSe Nos. W-2545 and W-3890, District Court,
Water Division 2. That decree was entered September 25, 1973, as amended by Order dated
December 16, 1974. The decree included the water rights for 14 wells, totaling 8100 acre-feet

HRS WATER CONSULTANTS, INC.

page 3
