Preisser

Project Sponsor

The sponsor of this project is Rodney J. Preisser, a private individual and fee owner of land and

water rights used for agricultural and commercial purposes in Lincoln County, Colorado, located

in the Horse Creek drainage basin.

Project Area

The area encompassed by the project consists of lands within the Horse Creek basin, located in
Water District 17 in southeastern Colorado. Horse Creek basin includes portions of EI Paso,
Elbert, Crowley, and Lincoln Counties. The service area is primarily agricultural, although one
use of water in the project will be commercial hog raising on the Preisser property.

The augmentation plan that is the subject of this project does not specifically include intervening
lands between Box Springs Canal and the Preisser property approximately 25 miles upstream on
Little Horse Creek. Although those intervening lands between Box Springs and Preisser are not
specifically included in the project because they are not owned or served by the project sponsor,
water users in that intervening reach of the Horse Creek Basin stand to benefit due to protection
against potential water rights calls by downstream senior rights as a result of this augmentation
plan.

A map of the project area, consisting of the Horse Creek Basin, is presented as Figure I. A detail

map of the Preisser property and wells is presented as Figure 2.

HRS WATER CONSULTANTS. INC.

page I
