The District has no physical assets and only nominal <br /> <br /> <br />total assets. The assessed valuation of the District is $5,185,520 in San <br /> <br /> <br />Miguel County and $3,185,310 in Montrose County for a total of $8,321,340. <br /> <br />The District has functional as a public entity to provide a means for <br /> <br /> <br />financing the Wright's Mesa Rural Water System, formed in 1975. The water <br /> <br /> <br />system provides domestic water to Norwood and the adjoining rural area, <br /> <br /> <br />encompassing approximately 28 square miles. Financial activities of the water <br /> <br /> <br />system are conducted through the Town of Norwood by contractual agreement. The <br /> <br /> <br />water system is a separate entity with its own board of directors. Assets of <br /> <br /> <br />the water system include a utility plant, land and water rights, and equipment <br /> <br /> <br />totalling $935,712. These assets were acquired with the assistance of Farmers <br />~-'fi <br /> <br />Home Administration (FmHA) through the issuance of revenue bonds in October <br /> <br /> <br />1977. As of December 31, 1983 the principal payments for 1982 and 1983 had not <br /> <br /> <br />been made and the interest payment had a past due balance of $15,200. The <br /> <br /> <br />bonds were issued in the name of the District for a ter~ of forty years. <br /> <br />It needs to be emphasized that the Wright's Mesa Rural Water System is a <br /> <br /> <br />totally separate entity from the San Miguel Water Conservancy District and that <br /> <br /> <br />the board of the District does not consider the Wright's Mesa undebtedbess as <br /> <br /> <br />an encumbrance of the District. <br /> <br />-5- <br />
