2 - Document the history of the HWMRC and provide a description of the

organizational laws, powers, financial status, and physical

assets.

3 - Conduct field investigations to determine the existing conditions of
the embankment.

4 - Conduct a detailed investigation of the utilities that potentially
can be affected by the dam improvement activities.

5 - Conduct the necessary surveying or topographic mapping needed to complete

a feasibility level design of the proposed improvements.

6 - Assess the conditions of the upstream face of the dam and reserVOIr.

I

7 - Determine the existing condition of the outlet works and determine
their adequacy.

8 - Determine the adequacy of the existing spillway using hydrologic and
hydraulic information previously developed by WRC.

9 - Assess the seepage conditions existing at the dam site and evaluate

alternative means to reduce seepage to reasonable levels.

10 - Determine the existing and future raw water supplies potentially
available for regulation by Waneka Reservoir.

II - Identify existing and potential problems with the embankment and its
appurtenant structures.

12 - Evaluate alternative improvement plans to alleviate the existing and

potential problems identified in item II above, determine their cost,

and recommend one alternative for implementation.

13 - Conduct a detailed engineering and economic feasibility of the recom-
mended alternative improvement plan.

14 - Develop a financial program that demonstrates the financial feasi-
bility of the proposed facilities.
