I. GENERAL INFO~~TION

A. Authorization

The Henry Waneka Mutual Reservoir Company (HWMRC) submitted an application
to the Colorado Water Conservation Board (CWCB) for participation in the rehab-
ilitation of Waneka Dam. The funding would be through the Water Project Con-
struction Fund. As part of the application, the CWCB has required that a study
be prepared which provides for an engineering analysis of the dam and appurten-
ant structures and determines the feasibility of the improvements. As the
major stockholder in the HWMRC, the City Council of the City of Lafayette approved
their participation in the study on August 9, 1980. A copy of the City's autho-
rization letter is enclosed in Appendix-A.

Water Resources Consultants, Inc. (WRC) was selected as the consulting

engineering firm to perform the study. The results of the study are presented

in this report, submitted to the HWMRC, the City of Lafayette, and the CWCB

for consideration and implementation.

B. Purpose and Scope

I

I

The purpose of this study is to provide a detailed evaluation of the
existing Waneka Dam and Reservoir, to develop alternatives and improvements
to increase stability and storage capacity, and to evaluate the technical and
economic'feasibility of the improvement alternatives. The scope of work is based
upon the CWCB Guidelines for Preparation of Feasibility Reports (Reference-I) and
other specific requirements of the HWMRC. The detailed scope of work, which
will meet the study objectives, includes the following tasks:

1 - Meet with the representatives of the CWCB, HWMRC, City of Lafayette,

Colorado Division of Water Resources (State Engineer's Office),

Utility Companies, and other private or public agencies for basic

information and data gathering.
