For said purpose or in said aid thereof the Corporation shall have power to acquire, develop and operate a permanent water supply; to dig, bore, drill or other- wise excavate wells and tunnels; to construct, acquire and operate. pumping plants, water storage and water distribution systems; to acquire, construct, maintain and operate a system for the diversion, supply, stor- age and distribution of water to the members of this Corporation for domestic and other beneficial purposes .within tlle area served by the Corporation. To purchase, lease, or otherwise acquire and to own, hold, mortgage, pledge, sell and deal in real and personal property of all kinds; to erect buildings and plantsj to acquire by appropriation or otherwise, and to lease, sell or dispose of water rights or filings on water rights for domestic and otller beneficial purposes, To borrow money for the use of said corporation and to issue securities therefor and to pledge, mortgage, hypothecate, and otherwise dispose of the real, personal, and intangible property of the Corporation as security therefor. The Corporation shall have the power to establish s~hedules of rates for the delivery of water wIle tIler said delivery shall be to its members or to other vested water rights for the use and benefit of its members, and to levy assessments upon its members, and to collect such water charges and assessments from its members. The actual cost of management and operation of the Corporation shall be met with and by water assessments. In the event of delinquency in the pay- ment of such water assessments, the Corporation shall have the power to enforce the collection thereof by either or by any combination of the following remedies, upon giving notice to the delinquent member in the manner provided in the By-Laws as the sa~e are in force and effect at the time such delinquency occurs: (a) By personal action o! debt brought against the delinquent stockholder in a co~rt of competent jurisdiction.
