All such statements shall <br />be promptly and diligently processed by the State for payment. <br /> <br />4. This Agreement is not intended, and it shall not <br />be construed as an agreement to undertake and perform stage <br />II activities, but rather is intended as an interim agreement <br />for the purpose of memorializing the parties' agreements and <br />understandings with respect to compensation and reimbursement <br />of expenses incurred by Contractor in its activities preliminary <br />to Stage II as described above. <br /> <br />5. This Agreement shall bind and benefit the parties <br />and their successors.
