LAWMA has entered inta an option cantract and <br />purchase agreement far the acquisition .of the X-V Ranch and its water rights, which <br />shauld pravide replacement credits of more than 4,000 acre-feet annually, at a price <br />of $3.08 millian. In additian, LAWMA is in the pracess .of securing aptian cantracts <br />with the .owners .of the outstanding 3/69th interests in the X-V water right and the <br />.owners of the Manvel Canal water right. These 3/69ths interests in the X-V water <br />right probably can be purchased far $51,000 and shauld provide appraximately 100 <br />acre-feet per year .of additional replacement water. The remaining interests in Manvel <br />water rights prabably can be purchased far $650,000 and shauld provide <br />appraximately 1,400 acre-feet per year. LAWMA intends to sell the land it acquires <br />in the X-V Ranch, and could use the money thusly .obtained for acquisitian .of 1,000 <br />ta 1,500 acre-feet of additional cansumable water. <br /> <br />7. <br /> <br />The augmentation pragram that has been recommended in this feasibility study <br />contemplates accountings of well depletians to Colorada surface rights and to usable <br />Stateline flaw. For determining depletions to Colarada surface rights, LAWMA plans <br />to use presumptive well depletian factors. Far determining depletians ta usable <br />State line flow, LAWMA plans an relying an the Kansas H-I Madel. Bath accauntings <br />wauld be based an the average pumping that .occurred during the previaus five years. <br /> <br />8. <br /> <br />The existing and patential water saurces evaluated in this study (including the <br />acquisition of 1,000 to 1,500 acre-feet .of additional cansumptive use credits) wauld <br />have been adequate ta replace LAWMA's well depletions bath ta Calarado surface <br />rights and ta usable Stateline flow under the hydralagic conditions of water years <br />1990-94 and the assumptians used in this study. The amaunt .of pumping by LAWMA <br />members in the future cannot be predicted so there is same uncertainty that the <br />existing and patential water sources will be adequate in the future. The peri ad .of <br />water years 1990-94 is judged ta be .one .of relatively high pumping, hawever, and .one <br />that is reasanable for analysis. To the extent that pumping increases as the result of <br />increased membership, LAWMA will have additianal income with which to acquire <br />additianal water saurces. <br /> <br />35 <br />
