The amount of fino water supply would decrease <br />somewhat in the future because of sediment accumulation in the reservoir. The <br />USBR project would also include a 28,000 kW power plant with an estimated <br />average annual generation of 134.5 GWh, as well as recreational facilities. <br />The USER economic studies concluded that the project would have a benefit-cost <br />ratio of about 1.1 at the time that the water supply was fully utilized. The <br />report indicated, based on a forecast of potential water needs in Western <br />Colorado and other possible developments, that water from the Una Project <br />would be needed approximately 30 years after the initial production of shale <br />oil. HCMever, Congress did not authorize Federal construction of the project <br />by the USBR, and subsequently local entities and the State of Colorado have <br />become interested in pursuing its development. <br /> <br />The! Colorado Ri vel' Water Conservation District (Ri vel' District), <br />which possibly would be the operating agency for the Project, has been granted <br />conditional w'ater rights for the Una Reservoir with a priority date of <br />March 16, 196~;. These rights include a right for storage of 195,000 ac-ft in <br />the reservoir and a direct flow right of 2,500 cubic feet per second (cfs) for <br />power generation. The River District has also been granted a Preliminary Per- <br />(4) <br />mit (FERC Project 5866) by the Federal Energy Regulatory Commission to <br />study the Una site for hydroelectric generation. <br /> <br />C. SCXlPE OF SERVICES <br /> <br />The general scope of the work performed to establish the prelimi- <br /> <br /> <br />nary technical feasibility of the Una Project consists of: an investigation <br /> <br /> <br />of the general site conditions, hydrologic and sedimentation studies of the <br /> <br /> <br />Colorado Ri Vel' and the proposed reservoir; evaluation of water rights senior <br /> <br /> <br />to Una and eBtimates of storable flow; operation studies to determine the <br /> <br /> <br />Project water yield and power generation; surficial geotechnical investi- <br /> <br /> <br />gations to est.ablish Project design criteria and sources of construction ma- <br /> <br /> <br />terials; design studies to develop a conceptual Project layout including the <br /> <br /> <br />relocation of an existing railroad track; estimates of total Project cost and <br />
