AUTHORIZATION <br /> <br />Senate Bill 439, 1981 Session, authorized the Colorado Water Con- <br /> <br /> <br />servation Board (CWCB) to conduct a feasibility study of the "Una Reservoir <br /> <br /> <br />a dam and reservoir in the Colorado River main stem upstream of the town of <br /> <br /> <br />De Beque with the reservoir extending no farther upstream than to a point just <br /> <br /> <br />downstream of Parachute Creek." The Colorado Water Conservation Board (CWCB) <br /> <br /> <br />entered into a contract with R. W. Beck and Associates (Beck) dated December <br /> <br /> <br />1981 to provide the engineering services for the feasibility study described <br /> <br /> <br />herein. <br /> <br />B. BACKGROUND <br /> <br />Development of the oil shale potential of the area to the north and <br />east of the reservoir site is now being considered and is undel"Way at certain <br />(25 )(26) <br />locations. . Several major oil companies are participating or plan- <br />ning to participate in these developments. To support oil shale development, <br />a firm water supply for both industrial and domestic needs will be required. <br />The State legislature acknowledged these needs and the possibility of con- <br />structing the Una Reservoir Project (Project) to satisfy them, at least in <br />part, by adopting S.B. 439. <br /> <br />The Una Reservoir site has been recognized for some time as an <br /> <br /> <br />attracti ve location for developing the resources of the Colorado River. The <br /> <br /> <br />U.S. Bureau of Reclamation (USBR) conducted a study and prepared a conceptual <br /> <br /> <br />design for a reservoir at this site in 1967 as a part of its Bl uestone Project <br /> <br /> <br />studies. The USBR plan, which is summarized in Bluestone Project, Colorado <br /> <br /> <br />Feasibility Report, (15) dated August 1971, would provide a reservoir with a <br /> <br /> <br />maximum normal pool level at El 5070, with an initial storage capacity of <br /> <br />. <br /> <br />Number in parenthesis refers to reference of same number given in Sec- <br />tion XI. <br />
