The Department of Natural Resources is seeking Statement of Qualifications (SOQ) for the
identification and analysis of data to generate an engineering report that would support the filing
of an application in the Division 5 Water Court and obtaining a decree for a change of use of a
portion of the Snowmass Divide Ditch water right for instream flow use. The work will be
performed for the ewcs, This project shall be completed in two phases. Phase I includes the
work needed to be done for filing of the application and Phase 1/ may include providing technical
support for negotiations with objectors and potentially providing expert testimony in the Water
Court. The Scope of Work listed is solely for Phase I of the Project. The successful consultant
for Phase I wil/ also be responsible for Phase 1/ of the project if the eWCB elects to proceed with
Phase II.
