A more concise statement of the Study Objective would be helpful, The study <br />objective could be stated in one or two sentences, <br /> <br />2, In Task 4 - Alternative Development, we would like to suggest the approach that <br />is outlined on page 17 (Sections 3,2,4 through 3,2,6) of the Construction Fund <br />Guidelines, That approach would involve first identifYing structural and non- <br />structural plan elements, then a preliminary evaluation of plan elements to <br />determine which are suitable for further analysis, and finally formulating <br />alternatives using those plan elements which are carried forward from the first two <br />steps of the process, I think this may have been what was intended in Task 4 but <br />the concept doesn't seem completely clear in the pas, <br /> <br />3, It's not clear in Task 5 how the alternatives screening process will take place and <br />when and how the final alternative(s) will be identified, The descriptions of <br />Study Products don't indicate where in the study process this task will wind up, <br />The presentations to the board of the Greeley and Loveland Company should <br />probably be a part of this task rather than a separate task, <br /> <br />4, We would like to suggest that a Financial Plan for the Selected Alternative be <br />added as a task in the pas, This is somewhat different than the financial <br />screening in the alternatives evaluation in that it provides a more detailed plan for <br />
