Town of Eagle, The feasibility report shall include the history of <br />the organization of the town, law:3 by which the town was organized,' <br />the powers and authorities of the town, such as, the right to immi- <br />nent domain, the taxing or assess:Lng authority, the authority to en- <br />ter into an agreement with the CWCB, and the aut hod ty to vest title <br />to the pro.ject or portion thereof to the CWCB. <br /> <br />The financial status of the town of Eagle shall be included in the <br />report along with a copy of the audit for the last two years, The <br />report shall also describe the exj.sting facilities and conditions, <br />including age. <br /> <br />4, Service Area Hap. The report shall include a service area map which <br />shows the boundaries of tlie project service area and the limits of the <br />present service area that the town nDW serves with domestic water, <br /> <br />5, W~ter - Surface and Ground Water, The report will include such items <br />as water development requirements for the peak demand,for water and <br />a'/erage monthly uses. Included ir. the report will be data obtained <br />from the water resources data as prepared by the United States Depart- <br />ment of the Interior Geological Survey, <br /> <br />Included in the report will be a list of the effective water rights <br />the town presently enjoys, including the dates and priorities of these <br />w~ter rights. Inadequate water rights, if applicable, will be pointed <br />ovt, and suggestions for corrective measures will be mentioned, The <br />report will show the amount of water available to the project and des- <br />cribe this development and the proposed development, <br /> <br />In addition to listing the effective surface water rights, the report <br />will also mention possible ground (subsurface) water and will assume <br />a hypothetical situation b~sed on sound engineering judgement and will <br />prepare development, estima-ted costs, and evaluation of ground water. <br />The actual investigation of sUCh g~Dund water analysis will 'be consid- <br />ered beyond the scope of this repo:~t and will not be included, It is <br />estimated that this analysis of gr.Jund water availab"ility for the town <br />of Eagle would cost approximately an additional $10,000, <br /> <br />6, Planned Development. The report will describe the physical plans, <br />both existing and proposed, their -;arious components, the purposes <br />served or to be served, and how these services are or will be pro- <br />vided. The design criteria. used to establish the sizing of all <br />hydraulic features will be included, This design will include, but <br />is not'necessarily limited to: <br /> <br />a.' Sizing of pipelines <br />b, Hydraulic frictiDn losses <br />c. Structure design data, including assumptions used for stability <br />analysis <br />
