<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />II <br /> <br />I <br />II <br /> <br />As approved by the General Assembly, the project includes the enlargement of Lone Cone and <br />Ulylands Reservoirs, construction of Marie Scott Reservoir, and repairs and enlargements of <br />other components of the major irrigation systems in the study area. HB 1042 requires, <br />however, that the CWCB must determine that the San Miguel Project is technically and <br />financially feasible before loaning any money for construction. The current study will provide <br />the CWCB with additional information to make a decision about the technical and financial <br />feasibility of a project. <br /> <br />In January 1986, the CWCB selected Boyle Engineering Corporation to conduct the present <br />study. Boyle is responsible for performing the investigations and analyses leading to the results <br />and conclusions reported herein. <br /> <br />Study Process <br /> <br />The current San Miguel Project Study was initially proposed as a detailed, feasibility-level <br />analysis of the recommended program of improvements and expansions to the existing study <br />area irrigation systems as outlined in the 1985 'Reconnaissance Report for the San Miguel <br />Project Rescoping Study'. In early 1986, a draft plan of study was written and meetings were <br />held with the Board of Directors of the SMWCD to discuss the scope of this study. <br /> <br />From these meetings, it was apparent that local study participants desired to expand the scope <br />of the study to examine alternatives to the recommended project in the 1985 study. A revised <br />plan of study was completed in July 1986, and Boyle began work on the study in October 1986. <br /> <br />From October 1986 to February 1988, a number of alternative projects were formulated to <br />provide a range of potentially viable concepts. The water yields and costs of these alternative <br />project configurations were evaluated at a reconnaissance-level of detail. A reconnaissance- <br />level of effort is intended to provide preliminary, conceptual analyses to distinguish the major <br />differences between alternatives and to provide a preliminary indication of feasibility for each <br />alternative. <br /> <br />In addition to the development and evaluation of alternatives, the work completed in the first <br />part of the study (October 1986 to February 1988) included water availability and water needs in <br />the study area, payment capacities for potential crops, institutional considerations for project <br />implementation, and financing options, Also, preliminary analyses were conducted for a <br />recreational and wildlife facility at the Radium Reservoir site and for a potential hydropower <br />facility in the San Miguel Canyon. <br /> <br />5 <br />
