<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />There are three outlets through the Handy Reservoir embankment, From <br />west to east along the embankment, these outlets are numbered 1, 2 and 3 as <br />shown on Figure 2, The most westerly is the No. 1 Outlet composed of two gate <br />screws, one of which has been abandoned. The remaining gate is used to <br />release water into the Welch Lateral Ditch. This is the lowest of the outlet <br />works with the downstream invert corresponding to 0 gage height, <br />On June 25, 1990, this outlet developed a sink hole above the outlet <br />pipe where the outlet pipe is crossed by an irrigation lateral which runs <br />along the downstream toe of the dam. Video inspection of the outlet pipe <br />revealed water leaking through several joints and a longitudinal crack along <br />the top of the pipe approximately 50 feet in length. The camera was unable to <br />travel further than 100 feet into the outlet pipe from the south end as the <br />pipe appears to decrease in diameter from IS-inch 1.0. to about 15 inch I,D, <br />at this location. The location of the decrease in pipe diameter corresponds <br />with the sink hole location, A temporary repair and monitoring program was <br />designed by Rocky Mountain Consultants, Inc., approved by the State Engineer's <br />Office, and constructed. The State Engineer's Office has mandated continuous <br />monitoring of the temporary construction and storage restrictions until <br />permanent repairs or modifications are made. The storage restrictions call <br />for the high water surface to be limited to elevation 20. As noted above, at <br />elevation 24 the embankment between Lake No. 1 and Lake No.2 is visible and <br />separates the two lakes allowing releases from the remaining portions of Welch <br />Reservoir (Lakes 2, 3, and 4) to be made from Outlets 2 and 3 into the Handy <br />Ditch. <br />Outlet No. 2 is located near the eastern end of the embankment. It <br />consists of a gate screw, 36-inch diameter metal gate, and a 34-inch 0,0, <br />corrugated metal conduit embedded in concrete. A 3-foot diameter metal tube <br /> <br />4 <br />
