.

.

2

the emergency spillway, The report also concurred with the State
Engineer's recommendations that, as a minimum, a channel should
be excavated in the spillway so that the water level in the
reservoir is kept at least 3 feet below the crest of the dam.

It is our understanding that the spillway elevation was lowered
in the fall of 1984 as directed by the State Engineer. In
addition, a detailed topographic map of the embankment and
surrounding area was also prepared (Figure 2), It is our under-
standing that no other engineering studies have been performed
for the dam or spillway, primarily due to the lack of funding
available to the Town of Victor,

A meeting has been scheduled between Victor and the Colorado
Water Conservation Board on June 6, 1985 to discuss possible
funding for engineering studies and construction of the selected
dam rehabilitation alternative.

This proposal, which .is included as an attachment to Victor's
"Application for a State \7ater Project", presents a detailed
scope of work to complete a Phase I engineering evaluation and
preliminary design for the rehabilitation of Victor Dam No.2.
The Phase I scope of work includes a field investigation, labor-
atory testing, civil design engineering, and preparation of a
Phase I engineeri.ng report and preliminary design drawings. The
Phase II study would consist of additional field investigations
and engineering analyses (if required), and the preparation of
detailed construction drawings, specifications, and contract
documents.

This proposal includes only a cost estimate for the Phase I scope
of work. A cost estimate for the Phase II engineering services
will be prepared at the conclusion of Phase I, when the Phase II
scope of work will be known in more detail.
