<br />. <br /> <br />.d <br /> <br />.' <br /> <br />1 <br /> <br />1.0 INTRODUCTION <br /> <br />The Town of Victor obtains their water from a dam and storage <br />reservoir, called Victor Dam No, 2, located approximately 6 miles <br />northeast of the town (Figure 1). The dam is located on the <br />southwest flank of Pikes Peak at an elevation of approximately <br />10,.100 feet. <br /> <br />In March 1984, the Town of Victor informed the Colorado State <br />Engineer that longitudinal cracking had recently been discovered <br />on the crest of the dam, On J le 7, 1934, an individual from the <br />State Engineer's Office inspected the dam. On June 22, 1984, the <br />Town received a letter from the State Engineer ordering them to <br />restrict the water in the reservoir to a level 8 feet below the <br />dam's crest. They also requested that the existing spillway be <br />excavated 1.5 feet so that the restricted level "will not be ex- <br />ceeded, especially in the vinter time when access to the dam is <br />extremely difficult." The letter recommended that if the Town <br />wished to continue to use this reservoir in the -future, a pro- <br />fessional engineer must be hired to investigate the cracking <br />problem, study the adequacy of the spillway capacity and design <br />appropriate remedial measures. <br /> <br />On July 10, 1984, Mr, Dave O'Sadnick, a geotechnical engineer <br />with Golder Associates, inspected the dam, On July 13, 1984, <br />Golder Associates submitted an inspection report and recommended <br />action plan to the Town of Victor for Victor Dam No.2, The <br />report concluded that, based on the site visit and available <br />information obtained from the State Engineer, the longitudinal <br />cracking along the crest of the dam was probably the result of <br />shallow movement within the upper 8 feet of the upstream face of <br />the dam. The report, however, recommended that additional <br />engineering analyses and design work be performed to improve the <br />overall stability of the embankment and increase the capacity of <br />
