,

.

.

.,

13

the engineering properties and potentiometric pressures within
the embankment and foundation materials. Either simplified flow
nets or a 2-D finite element model will be used, depending on the
complexity of the problem. Once the seepage has been adequately
modelled, the affects of various rehabilitation alternatives will
be evaluated.

Borrow 1Iaterial Evaluation--Potential borrow areas will be evalu-
ated to demonstrate that an adequate quantity of quality borrow
materials are available. The following will be considered during
the evaluation:

o Engineering Classification
o Permeability
o Compressibility
o Shear Strength Characteristics
o Moisture-Density Compaction
o Liquifaction Potential
o Potential for Dispersive Clays

Dam Rehabilitation Preliminary Design--At the completion of the
initial six civil design tasks, preliminary design drawings will
be prepared for complete dam rehabilitation work, The design
will include the spillway and embankment configuration demon-
strated to be the most cost-effective technical solution. The
preliminary design drawings will not contain sufficient detail
suitable for construction, but could be presented to the State
Engineer for comment. Preparation of final construction draw-
ings, specifications, and bid documents is beyond the scope of
work for Phase I, but would be prepared during Phase II. The
preliminary design will provide the basis for the construction
cost estimate.
