Generally, the customer or developer is charged with the full cost of

all line extensions necessary to deliver water to new service. The estimated

average residential usage computed billing from the present metered water rates

is shown in the following table.

~

TABLE XI

Estimated Average Residential Billing

Usage
. This figure, when added to the estimated average re-

sidential billing, will yield an estimated revenue of $74,840 in 1976. The

.

1976 estimated revenue is lower than the 1975 revenue, but this can be explained

by the reduction in some of the water-rates.

When the 1975 costs and revenues are projected into 1976 and 1977 (at

which time the project is most likely to be financed and constructed), we have

water tap fee revenues in 1977 of $5,500, water revenues of $78,000, O&M costs

of $48,000, and the old bond retirement of $31,550. This leaves an excess in

revenue over cost of $3,950. This figure is not enough excess revenue with

which to sell bonds to finance a new construction project. Therefore, it is felt

- 65 -

.
