Most of the meter readings show a marked increase in water <br /> <br />E. <br /> <br />use during hot dry summer months. This is considered normal use since it <br /> <br />reflects normal summer activities anq increased water use due to lawn and <br /> <br />garden irrigation, car washing, laundry, etc. While the high rate of water <br /> <br />use during the summer months is considered normal, excessive use during <br /> <br />these months constitutes waste and should be controlled. This type of <br /> <br />excessive use or waste can best be controlled with the water rate structure <br /> <br />whereby normal use quantities are provided at normal and reasonable costs. <br /> <br />Fxcessive water use quantities are provided at higher costs which rapidly <br /> <br />discourage excessive use or waste. <br /> <br />A few meter readings show increased water use during the winter months <br /> <br />with low readings during the summer. This reflects the old practice of <br /> <br />maintaining trickle flow in the pipes to prevent pipeline freezing. The <br /> <br />practice constitutes waste and usual1y cannot be controlled through the <br /> <br />water rate structure. The most effective control over this type of waste <br /> <br />is by identifying these consum~rs from analyzing the meter readings and <br /> <br />then dealing with the customer directly about the problem. <br /> <br />From the low average daily consumption figures (82 gallons per capita <br /> <br />per day) derived from the meter readings for the past three years, it is <br /> <br />believed that very few water customers on the system can be considered <br /> <br />excessive users. Probably the greatest waste of water is the responsibility <br /> <br />of the Town itself. The practice of not metering water production facilities <br /> <br />-26- <br />
