<br />~ <br />INTRODUCTION <br /> <br />On May 27, 1976 the Colorado State Division of Water Resources <br />ordered the City of Idaho Springs to lower the Idaho Springs Storage Reservoir <br />water level to a level three feet below the crest of the spillway and" to maintain <br />this water level until potentially hazardous conditions relating to the safety <br />of the dam were corrected. The hazardous conditions included a crack ap- <br />proximately four inches wide and about 200 feet long in the crest of the dam <br />and indications of an abnormally large amount of seepage through the dam. <br />In addition, the city was prompted to retain the services of a Registered <br />Professional Engineer to monitor the conditions cited above and to reco":nmend <br />and design a method of repair for the dam. <br /> <br />>1 <br /> <br />On June 14, 1976 the City of Idaho Springs entered into an agreement <br />with Donald Sutherland Associates; Inc. to perform an engineering study of <br />the reservoir as required by the State Division of Water Resources. This study <br />is being financed by a grant from the Department of Local Affairs, Colorado <br />Division of Local Governments. <br /> <br />This report is the result of an in-depth study of the reservoir and its <br />tributary drainage basin. During the course of this study all sources of <br />existing data were explored including plans on file with the State Division of <br />Water Resources, water right decrees and original reservoir construction <br />plans. In addition, a field survey was made of the dam including dam axis <br />alignment, cross sections and existing spillway dimensions. <br /> <br />The context of this report is presented in four sections. A brief <br />summary of the contents of each section of the report follows: <br /> <br />The terms "Idaho Springs Storage Reservoir", "Dam", and "Reservoir" <br />are meant to be interchangeable and are used synonymously throughout this <br />report. <br /> <br />Section I of this report is a hydrological analysis of the Chicago Creek <br />basin tributary to the reservoir. <br /> <br />- 1 - <br />
