<br />--- <br /> <br />2. <br /> <br />relocating the S.H. 119 and U.S. Highway 6 intersection to 1- <br />70 at the Floyd Hill interchange (located at the top of Floyd <br />Hill), and <br />constructing a new roadway to connect with S.H. 119 in North <br />Clear Creek Canyon to the Floyd Hill interchange at 1-70. <br />Highway relocation within Clear Creek Canyon (Alternatives 1, 2, and <br />3) would have a construction cost estimated to be in excess of $230 <br />million. Highway relocation outside of Clear Creek Canyon <br />(Alternatives 4, 5, and 6) would have a construction cost estimated <br />to range from $84 million to $112 million. <br />User costs for value of time and vehicle operating cost are expected <br />to increase for all of the U.S. Highway 6 relocation alternatives. <br />User costs for accidents are estimated to decrease for all of the <br />roadway relocation alternatives due to improved roadway design <br />standards. The net result of user cost analysis shows the highway <br />relocation alternatives 1, 2 and 3 are expected to reduce annual <br />user costs from $0.5 million to $1.9 million annually. Alternatives <br />4, 5 and 6 are estimated to increase user costs from $1.7 million <br />to $2.1 million. <br />Preliminary evaluations indicate the six roadway relocation <br />alternatives should increase safety for traffic currently using U.S. <br />Highway 6. <br />For highway relocation within the canyon, travel times between Idaho <br />Spri ngs and Golden are expected to increase by 1 to 3 mi nutes. <br />Travel times between Black Hawk and Denver or Golden are predicted <br />to change by less than 1 minute. For highway relocation to 1-70, <br />travel time between Denver and mountain locations would be reduced <br />4 to 5 minutes.
